Arson Reduction Strategies

All deliberate fire reduction strategies must start with an analysis of local fire problems and an appraisal of the communities' needs. This can be addressed by the provision of the required methodology and resources in terms of finance, personnel, and the construction of partnerships.

The strategy should revolve around four proven strands, which stem from the collection of statistical data that can be accurately analysed to provide evidence in terms of need, response and effect. This data with the addition of time and cost elements will provide a valuable tool in supporting the strategy.

Prevention

The securing of empty properties and the removal of abandoned vehicles to prevent unauthorised access which leads to vandalism, theft, criminal activities and fire setting. The prevention of fly tipping by investigating, detecting and prosecuting the offenders.

Education

Links to schools to be made, juvenile fire setting intervention included in teaching plans and interactive activities. Specific plays and arson initiatives may be targeted at problematic areas.

Links to Juvenile Fire-setter Programmes, Youth Offending Team activities and Young Fire-fighter Associations.

Detection

Communication links with partners should be established to facilitate the detection, identification, correlation and the exchange of information in relation to incidents and perpetrators.

Investigation

Protocols should be agreed to jointly investigate events, analyse data and agree actions.

The primary aim of the strategy should be to reduce deliberate fires.
